FCC Fines WCIU-TV $16.5K Over Pokemon Characters Appearing in Ads

A Chicago TV station got burned by limited-edition Pokemon Eggo waffles and kicked by Fruit by the Foot. The Federal Communications Commission Friday proposed fining the station, WCIU-TV, $16,500 for a series of violations of its limits on commercials during kids’ TV shows, including six program-length commercials.

Chicago Station Aired Ads for Limited-Edition Pokemon Eggo Waffles, General Mills 'Fruit by the Foot'

The FCC said any appearance of a character from a TV show in a commercial placed within that show turns the whole program into a commercial.

Six of those program-length commercials involved Pokemon, but let's let the FCC's Media Bureau, with some help from the station, describe it: "The licensee stated that on four occasions, the station aired a commercial for Eggo waffles containing ‘fleeting images’ of a Pokemon character during the Pokemon program," the bureau said in its notice proposing the fine.

"According to the licensee’s description, a Pokemon character appeared during the commercial and transformed 'into an embossed image of itself on several Eggo waffles' while the announcer stated, 'And look out for limited-edition Pokemon Eggo waffles,’” the Media Bureau continued. “‘You can catch ‘em all.' Further, the licensee reported that on two occasions, the station aired a commercial for a General Mills 'Fruit by the Foot' product containing a 'fleeting appearance' by a Pokemon character during the Pokemon program.”

The station argued that the appearances were fleeting, minor, would not have harmed a child viewer and didn't turn the shows into commercials. The FCC disagreed.

The most successful new release, by a considerable margin, has been the sequel to action role-playing spin-off Pokemon Ranger on the Nintendo DS, with almost a quarter of a million sales in its first week.

Pokemon Ranger Batonnage is an action-adventure game for the Nintendo DS and the sequel to Pokemon Ranger. It was released in Japan on March 20, 2008.

The game is set in a new region called Almia where the base of operations is a Ranger School that the main characters have just graduated from. The selection of starter Pokemon has risen from solely Plusle and Minun to a choice between 17 different species. Additionally, there are several side quests and a card collection system used to power up the Capture Styler.

Everyone's Pokemon Farm Launches in Japan

The WiiWare service's premiere launch title in Japan may be a glorified tool for managing the Pokemon from the DS titles, but it also offers something for the Pokemon fanatic who's starting from scratch. It was developed by Ambrella and can be purchased for 1,000 Wii Points in Japan.

"Everyone's Pokemon Farm hooks up with your DS via Wi-Fi, allowing you to transfer your Diamond & Pearl collection over for viewing in full 3D in a ranch environment. You can do all sorts of things with your new 3D friends, including making them interact with your Miis and with the toys that you place around the ranch. You can take pictures, which can be saved to an SD card and sent to your friends. You can also invite friends to your ranch in order to show off your collection.

All players off with six starter Pokemon, Pikachu included. From then on, the ranch manager, Yukari, adds a new Pokemon to the family at the start of every day.

Even with the freebies, there isn't too much to do when you first start off Pokemon Ranch. In fact, the game initially limits your control over the action. You initially have access only to an "auto" mode of movement, which switches views automatically between things on your ranch. It's only once you've reached a high-enough level with your ranch, which you do by collecting more Pokemon, that you gain access to a free movement mode. This lets you freely move your view point and force Pokemon and Miis to move around." (IGN)

Screenshots from the game are available on the Imageboard thread.
