Fennel is Professor Juniper's friend who studies the Future Energy and Pokémon dreams. She worked at a laboratory facility near Sanyo City until an accident, caused by a group of men who broke in to the lab, caused its destruction.

She was studying her Musharna until the accident cause it to disappear. Just after Ash Ketchum defeated Cilan and the two of them were at the Sanyo City Pokémon Center, Fennel came rushing in with her Munna and was able to heal Iris' Axew.

Fennel returned to the Dream Site ruins where Rocket Gang was attempting to collect the Future Energy. With Ash Ketchum's help, Fennel was able to destroy their mecha and rescue her Musharna which had reappeared at the ruins site.

Pokémon Restoration Device

In BW39, Fennel and Professor Juniper finished creating the Pokémon Restoration Device which is used to revive ancient Pokémon from fossils. Fennel's Musharna was hooked up to the device so its dream energy could be used in the Pokémon restoration process. After receiving a Feather Fossil from Lenora, the device was able to analyze the genetic information from the fossil to revive the ancient bird Pokémon Archeos. The Pokémon Restoration Device was later destroyed by Archeos's tree which resonated along with Archen's cry.

Team Rocket though was able to hack into Fennel's computer network and copy the design data of the Pokémon Restoration Device and sent the information to Doctor Zager.
