I imagine the reason Dawn is the only pokemon character there is because she was a brand new character back in 2007. DP had only been airing for 4 months back then.
If they did one for 2011, I wouldn't be surprised if Iris and Cilan were there instead.

I highly doubt that Iris and/or Cilan would be on Animage Best. As what I've have seen, besides Dawn, Pikachu was ranked #15 on Animage's 1998 anime grand prix.
Animage has very bad choices on "favorite anime character" just as bad than Newtype's. I mean
Kira & Haruhi? WTF? and what's so great with Hitsugaya? I don't understand.
