Blaine is the Gym Leader of the Gym on Cinnabar Island. When Cinnabar island started to become overcroweded with tourists he decided to open a hotel near the volcano on the island. Whilst running the hotel, Blaine disguised himself using a wig and sunglasses. Blaine kept a secret battle field inside the Volcano where he battled Ash for the Volcano Badge using his Fire-type Pokémon.
