The distribution will start on the 3rd of December.
"Get Victini for your copy of Pokémon Black Version or Pokémon White Version via a special Wi-Fi distribution event beginning December 3rd!" (taken from Pokémon official website)
+ it looks like it'll be worldwide event. The French version of the official website also has the same news about the upcoming download event for Victini.
