Volo is a member and merchant of the Gingko Guild, as well as the main antagonist of Pokémon Legends: Arceus. He knows a lot about Pokémon mythology and only sees Pokémon as tools. While helping the player throughout the game initally, he reveals that he wants to take Arceus' power for himself with the help of Giratina. He resembles Cynthia quite a bit, down to almost using her exact team, but the resemblance is unknown.

Volo makes a cameo in Hisuian Snow.
