Team Rocket has falling from the sky because they have blasted off again. All 3 of the complain of how they are always losing. James starts to look for something. While he does, his bottle caps fall out of his pocket. James sees one bottle cap left stuck on Meowth. He takes it and examines it. Jessie takes a look at it and it appears to be a bottle cap from their training days. Jessie says that it brings back memories and she remembers one of her days.
During her flashback, she is hanging upside down on a rope. A man above and his Mankey lowers her down so that she can get the Articuno (the Articuno is fake). The man pulls her up but accidently drops the rope. Jessie gets mad and runs away and everything starts crashing down. Another man is holding a clipboard and gets frustrated with Jessie but Jessie just walks away. The same man talks to Giovanni about this. Giovanni agrees to give Jessie another chance. If she messes up again, she gets booted out. Another Team Rocket member interrupts Giovanni and he brings a talking Meowth in. Meowth tells them that he wants to be a Team Rocket agent.
Meanwhile, Jessie and Cassidy are running on the treadmill machines. They both glare at each other and they both run extra fast which electrifies the machines. In the locker room, Jessie is wiping her face. Cassidy comes and opens up her locker and she also talks to Jessie about her loses. Cassidy also tells Jessie that she doesn't even have a partner because of her loses. Cassidy then calls Butch over and starts to walk away.
Back in the office, Meowth is eating its food. Meowth says that people need discipline and then he asks for more food. Jessie is staring at the sunset when the Team Rocket head member tells her that they have found her a new partner. He introduces her to James. Jessie hopes that James does well and James says that he'll do fine.
At daylight, Jessie and James do some exercises. The head admin shoots in the air and they are off. They both start to jump over different objects and then they do some crawling under some vines. The run across the ground and while they are running, some hidden holes are revealed. James falls into one of them but he easily gets out.
Giovanni is on the phone talking to someone. Meowth is carrying a tray with a cup of coffee on it when he trips over a bucket of water and other cleaning equipment. Meowth enters Giovanni's office and brings the coffee to him. Giovanni calls Meowth over and tells him that he has a new assignment. Outside, the head admin tells Jessie and James that Meowth is now a new member of their team.
All the Team Rocket teams are introduced to a race. The first one to complete it wins. Meowth stares at the food that they bring and Jessie tells him that he better do good. Meowth tells her that he'll do fine. On the first day of the race, Jessie and James have been doing a lot of work while Meowth has been eating all their food and drinking all of their water. Jessie and James managed to climb rocks, go through muddy water, and swim through the river. Meowth complains that he can't swim and so he gets a ride on James's head. They climb through some high rocks but Meowth can't climb it. James offers his bread and water to Meowth and he gladly accepts it. James takes the bottle cap from Meowth saying that he is collecting those.
At night, the three of them build of fire. Jessie pulls out her loaf of bread. She hears Meowth's stomach growl but ignores it. The second time she hears it, she splits her bread into three pieces. She gives Meowth some of the bread and offers James the rest. James says that he doesn't need it but she gives it to him anyways. When the fire is out, James tells Jessie that they can make a great team if they stick together. Just then, Meowth starts to talk in his sleep about ketchup and fries.
The next day, the three of them come across an unstable bridge. Meowth chickens out and Jessie offers to go first. Jessie takes one step foward on the bridge and the wood crumbles apart and falls into the river. She continues on very slowly and she finally makes it to the other side. Now it's James and Meowth's turn. He walks along the bridge when suddenly the rope starts to break. Jessie warns him about this and just before the rope completely breaks, James throws Meowth over to the other side. Finally the rope breaks and the bridge falls. James is holding on Meowth's tail. Noticing Meowth's pain, James lets go and Jessie screams.
The doctor tells them that James will be out for a while and Meowth cries that it is all his fault. The head admin tells the members that the final test is about to begin. What they have to do is go to the top of a tower and steal a cage of a red Snorlax. Butch asks a question of what if they get caught. The admin tells them that they will be left in the city jail if they are caught from the guards. Cassidy mocks Jessie because she doesn't have a partner for this test.
At night, Jessie and Meowth look up at the tower. Cassidy and Butch are there too and they make a run for it with their Raticate. They use suction cups to climb the tower. Jessie starts to walk away because she can't do this. James suddenly appears by a tree. Jessie regains her confidence and they start to go steal the Snorlax.
The clock ticks more and more towards midnight. Both teams are pretty close now. They both go through closing doors, falling floors, a Growlithe and Arcanine, rushing water, and moving boulders. It's 30 minutes till midnight and soon Jessie and Cassidy face each other at the top of the tower where Snorlax is. Cassidy, Butch, and Raticate run towards the Snorlax but they fall through a hole. James and Meowth run and they fall in a hole but Meowth hangs on while James grabs a hold of Meowth's tail. Meowth is about to fall when Jessie grabs a hold of him. The alarm sounds and after some hard work both Meowth and James have made it.
They both attach the balloon to the cage. The alarm clock in the cage rings and Team Rocket is shocked to find that the red Snorlax was actually the head admin in dusguise.
The next day, both teams line up to see the final results. The head admin speaks and says that Jessie and her team are the winners for getting the farthest. So they are awarded with agent status and Cassidy's team got awarded with VITs (Villians in Training). Jessie and her team cheer as they are now agents of Team Rocket.
Their flashback ends and they still stare at that bottle cap. They promise that they will do well and then they disappear.
